iCloud photos not syncing, anyone having the same problem?

This is so weird.

All my devices (iMac, iPhone 6, iPad) are signed in using the same Apple ID.

All has iPhoto/icloud settings ticked and sync to Stream.

1 - Taking a photo on the iPhone shows up in iPhoto Library in my iMac, not the iPad.

2 - Putting a Photo into iMac isn't showing up in the iPad or iPhone.

3 - The iPad ins't syncing at all to the other 2 devices....

What am I doing wrong? I have 35G free on my iCloud storage left so it's not a lack of space issue.

I had a problems with syncing a while back on my imac, I just restarted the imac and it sorted it.

Maybe try powering off the ipad?

Restarted everything, turned off sync and on again. Don't work.

The most important thing is I want to drag a photo into iPhone and want it to show up on my iPhone so I can upload that to Instagram.

See how it just stopped? The last 2 photos are not going into the iPhone for some reason. See how the screenshot from the iPhone is on the iMac but not the other way round?

Make sure the camera isn't open in the back ground
