Ideas for upgrading

Helping a mate out with some upgrade options for his PC.

Here are the Specs we can work out.
Gigabyte GA-Z97P
3.5Ghz i5
16gb RAM
GTX 960
SSD
400W PSU

His main complaint is that it can take a long time to load up some games, such as Total War.

Would upgrading to something like a i7-4790K 4Ghz, give much of a speed improvement?

Loading issues are usually storage or ram related, have you run any tests on drive health and ram?

Also what is the make/model of the PSU?

Might be worth investing in a 2nd SSD for game installs
