Identifying the slow part (getting 100 speeds instead of gigabit)

So I have a TP Link Gigabit switch, a PC with a gigabit onboard and a server with gigabit onboard.

Transfer speeds are only 11MB/sec when some time ago I recall getting 60-70MB/sec.

What's the process in finding the weak spot here? How can I see if my NICs are at 100 speed? Is there a way to separately benchmark them without using another device?

Basically how would you go about troubleshooting this? :)
 
Also check that you haven't got a cable that only contains two pairs. Some of the cables included free with routers are like this.

Assuming you're using Windows you can use task manager to check the link speeds.
