Idle 7970 not downclocking

Recently "overclocked" my monitor (85hz, 1440p)

Prior to overclocking, my 7970 used to downclock to... 150/500, ish?
... With idle temps around 28'c

It now refuses to downclock and idle's at 500/1600,
Slight downclock, but now idles nearer 45'c

I know the cards don't downclock with multiple screens (8400gs for other monitors so it does downclocks) Is the " extra grunt " needed for 80hz preventing it from downclocking?

probably,its that way for 120hz monitors

It is because of the 85hz..
it is the same with eyefinity... the GPU clock goes down to 500 but the memory stays on max speed.
