Idle Cpu Temp Higher Since Upgrade

As per the title I've just upgraded to Windows 10 and I've noticed the idle temp is now 45c/48c at idle which I find weird as before it was 35c at idle.
I've also noticed using Core Temp that the frequency constantly jumps from 3999.45Mhz to 4399.39Mhz.
Has anyone experienced this issue at all or able to shed any light on this?

I am experiencing the same thing. CPU is stuck at OC mode... regardless usage

edit: i found out one of the programme running in the background is using CPU all the time...disabled it and now CPU drops to 800MHz

Which programme was it for you?

it was my wireless dongle programme. Netgear A6210 management software.

but have a look through the task manager and see which one is using the CPU

I discovered on mine it was Windows Firewall Controller, as soon as I disabled that the temperature dropped 10c, is there any kind of work around for this?
