There are always back ground services happening. Think indexing, virus application and/or all the crud that Windows packs into their OS.
You can use system manager to see which application or services are running if you like.

Thanks, thats a relief! Never took much notice before, but I've got one of those CPU usage gadgets and the usage just seems to jump around constantly, as does the idle temp (8 threads blinking between 30c - 37c).
