iertutil.dll was not found

Just installed Windows XP but i'm getting the following error message iertutil.dll was not found.

When xp loads up, all that's on the screen is the desktop picture.

Any idea how to fix this?

You should be able to manually start Windows Explorer. CTRL ALT DEL, Then File > New Task > Run > explorer.exe and hit enter, then download the DLL and place it in the correct directory.

If problem persists, it is a registry error and you need to re-install Windows.
 
Why on earth would Internet Explorer stop Windows from displaying 'Windows Explorer' and only the desktop wallpaper?

It's not, the message appears. The desktop doesn't load. I've had it before in a corporate environment with a bad deployment of IE. It's a dodgy IE installation that stops the desktop from loading.

If you do a ctrl + Alt + Del, > new task > explorer.exe the desktop will load, or should do.
