In theory the SIM isn't needed for an emergency services call, hence you can do it without a SIM inserted. i.e. I wouldn't rule out the phone using the mobile/mast connectionI've never thought of this but would disabling your SIM and then making the call through WhatsApp or similar with a VPN on your device or network hide your location?

It would depend on if one of the security services was actively tracking your phone at the time. Obviously, regardless of a VPN, WhatsApp/Telegram/FaceTime et al all require some sort of registration against a mobile number or email address, so hiding your IP won’t help.
