If you call 111 can they track your location using your mobile phone information?

I've never thought of this but would disabling your SIM and then making the call through WhatsApp or similar with a VPN on your device or network hide your location?

Lot of hoops to jump through to report an overgrown hedge but what else are you to do on a Sunday morning.
 
I called 999 recently and they knew exactly where I was. The operator could also see me via the camera on the helicopter. Caught me slightly off guard when he described what I was wearing.

Not sure if 111 have the same system.

In theory the SIM isn't needed for an emergency services call, hence you can do it without a SIM inserted. i.e. I wouldn't rule out the phone using the mobile/mast connection

I do not think they have the ability to find\track you.

The first thing they ask for is a contact number to call you back on in case the call drops and then they ask your location (Address).

I called them a few weeks ago regarding my son and they asked me the above details.

In which case the phone would register using its IMEI and it would take about 5 minutes for the security services to find out the mobile number historically associated with that phone.

It would depend on if one of the security services was actively tracking your phone at the time. Obviously, regardless of a VPN, WhatsApp/Telegram/FaceTime et al all require some sort of registration against a mobile number or email address, so hiding your IP won’t help.
