If you cap a games fps at 50 will the minimum fps be larger?

Just a thought came into my head.

If you have a game running at 100fps max and a minimum fps of 10.
What would happen if you capped it at 50? will the minimum FPS go up because your graphics card isnt working so hard for the extra fps?

This isnt happening to me its just a thing that came into my head and i wanted to ask if its real or not :P
 
You won't notice the oscillating frame rates so much so it feels smoother. This is why some guys prefer a flat rate of 30 frames per second over varying levels of 30-60 depending on the scene's complexity. Personally I always cap all my modern PC games at 30 if it's possible, because I like the consistency of it. My hardware isn't powerful enough to guarantee a flat 60.
