IIS user authentication

I've never had to setup user authentication on IIS before so after some advice please.

On Apache I've always used the htpasswd method, but what is the best way to do this on IIS? At the moment I have two sites working fine that are setup to use Basic Authentication so users can login with their domain credentials. However, people from outside the organisation now need access.

Is the simplest way just to setup them up domain accounts and then use groups to restrict access? Or is there another recommended method?
