I'm missing something, need a jolt to my brain. 6950x x40 multi but only seeing 3500mhz

Hi guys.

Just dropped a 6950x in place of the 5960x I had in my second gaming rig. I've just worked my way through bios making all the usual changes. Opted for an easy 4ghz @ 1.2v XMP3200 as a base. Boots fine, but I'm only seeing 3500mhz when I'm stressing the CPU with Prime95/CPUZ stress test etc. I can't seem to get it ramping up to the x40 multi. The rig was running the 5960x at 4.2ghz no issues and the bios settings from memory are all the same. But obviously I'm missing something here.

load temps 57c. Cooling not a problem, its under water.

I've set sync all cores, x40 multi, XMP 3200mhz, 1.2v vcore. Must be one of the CPU efficiency settings, just can't figure why it wont get to 4ghz. CPUz showing multiplyer (x12 - x35) yet in bios I've clearly set x40.

It seems like it's just boosting to the turbo speed and not going beyond. I shouldn't need to reinstall chipset driver should I?

Broadwell-E overclocks are broken due to the CPU security vulnerability patches in W10

You can
1) Update your board's BIOS, my Sabertooth X99 is still receiving regular microcode updates even now
2) If an update isn't available, rename/remove mcupdate_genuineintel.dll from Windir\System32 and reboot
