I’m probably stupid

You should be able to boot with the integrated graphics with the GPU attached. Then you can go to device manager and see the GPU with any errors.
 
Ok well in device manager the only graphics thing listed in Amd Radeon 8 which is the integrated stuff, for some reason it doesn’t seem to see the pci slot
 
Once last thing to check that I'd recommend is first make sure your BIOS on the motherboard is the latest, check the manufactureres website for BIOS versions and instructions to flash the BIOS, you always want to be running the latest version for troubleshooting. After that I'd recommend checking the BIOS advanced options for the PCI-E setup. Sometimes you can deliberately disable PCI-E ports or limit their speed to 4/8/16 or set them into configs with the other PCI-E 16x slots so they share different amounts of bandwidth. You want to make sure the PCI-E slot nearest the CPU on the motherboard is enabled and set to x16 speed even if that means ones below it run slower.

If you do that and it's not appearing in device manager in windows then either the PCI-E port is dead or the video card is. If you can borrow a video card from a friend or colleage for testing that would be ideal, then you'll know for sure if it's the mobo or card. And then you can RMA the relevant part for a replacement.
 
Under advanced I have pci subsystem settings, they are all auto except above 4g memory/crypto currency mining one is disabled
 
I'd at least try setting the first x16 slot explicitly to x16 and see if its detected. If not set it back to auto. It's at least worth testing. Who knows how that determines what speed to use when set to auto.
 
Update.... went to the local high street shop I got the card from and traded for another one and the new one works so it must have been a wonky card

The second hand place that sells DvD's and the like?

They can be a bit hit and miss, the testing they do is laughable in some cases, bit expensive too for second hand goods.
