I'm Stumped: Can Anyone Read This?

I have spent many hours trying to find similar with definitive descriptions online and failed, so I turn to you, GD. I think the symbol (a garuda?) relates to one of the Indian states under British rule during the Empire days but I can't find which one. I am hoping that translating the Hindi below it into English will help - if anyone can do that I'd be most grateful!

The script that runs vertically is probably a weapon or unit number - I think it is O:MO:1 - is this correct?

My wife is fluent in Hindi and couldn't read it. She said it might be a Hindu Om or Punjabi.

My hindi is almost non existent now, but I think the vertical text is Aum written in hindi. Google "Aum in Hindi" and one of the image results shows the writing being very similar.

Now I am confused. There are plenty of Rhyl bashing jokes on here but none bashing Rhyll. Even I've given it a comment or 2, have I been "Dis'ed"?
