It's Fast and the Furious and he is driving a Honda S2000 with Nitrous Oxide.

That grab is from when he uses the nitrous, the quote is a parody of the way Honda owners sometimes talk about the 'speed boost' moving into VTEC gives sounding almost as extreme as using nitrous.
