Import duty?

I bought a RC car part from America fully expecting to pay import duty as it cost $89, and I was waiting for the royal mail to shove a card through my door saying I had to pick it up from the depot and pay the duty.

Anyway it was delivered today with a big sticker saying I had to pay £13 but they just delivered the parcel without me handing over any cash.

Have I got away without paying the £13 or do they send bills out

Ive just had a good look at the sticker and it says "this package connot be delivered until the charges are paid" there is a telephone number but Im thinking ill keep quite and save £13
