That wasn't what they wanted to do at all, they wanted to make it so only adults could buy them.

Ie, like it is in this country. Americans are crazy.

No they wanted to heavily restrict them so they were very hard to get hold of. Its a stupid idea, how hard is it to ID a kid when they buy an M rated game? It happens here surely it happens in California. If a parent buys their child an M rated game and the go on a killing spree its the parent's fault not the developer's or publisher's fault.
