Improve poor quality video?

Is there any software that will enable me to improve the quality of a video?

Not too bothered what file output it makes it. It is an .flv file that I want to improve.

generally quality is determined by resolution so unfortunately if you try and increase the resolution of a low res video file you will only stretch it and actually make things look worse.

You can add effects and sharpen thing up with programs like Adobe After effects and stuff like that. Nothing drastic though, if you want 1080p footage then you will have to film it with a 1080p camera etc.
