Improving magicka level on oblivion ?

Does anyone know a good way of doing this, mine is currently at a low level and i got all kinds of good spells and can't use them

You need to max your Int as quickly as possible, as the amount of Int you have dictates how much more Magicka you get every time you level. The only way to quickly 'boost' it would be to have some fortify magicka gear.

The same holds for Endurance and health.
