In game issue

Good evening, i have started to have this weird in game graphics lag whichever game i play. It's not network related as i have ran various tests so im beginning to think maybe PSU or graphics card related.
My current specs are
2600X running stock
Vega 56 Powercolor Red Devil undervolted
Corsair 3000Mhz DDR4 ram
Corsair RM650 watt PSU.

The video is the issue im having in BFV. My FPS is down as its normally around 120 and it seems to be skipping frames.
Im moving my mouse quite quickly from side to side in the video but the game is just pants.
Does anybody have any clue to what might be the issue?
 
My gut is telling me it's networking but I could be wildly wrong... what sort of tests did you run and what have you done to rule it out?
 
I'm having issues with my Vega 56 setup at the moment too - not the same as yours - but in my ongoing quest to solve the issue, I've discovered that the Vega 56 has a recommended PSU supply rating of 750W. Just thought I'd pop that in here even though it may not be the source of your issues...
 
I've done pingtests, tracerts, packet loss, jitter, spoke to my ISP (TalkTalk), they've done line tests and router tests and nothing comes back out of the ordinary. I don't get no in game notifications that my network is borked.
I got my specs slightly wrong as I have the Red Dragon Vega 56 and the recommended supply is 650w.
