In Need of Quiet CPU Cooler

My current setup has a asus silent square pro, which is plugged in directly into the motherboard cpu fan header.

It is anything BUT silent! I was wondering are there any quiet cpu coolers out there, I gather that PWM coolers only spin up when there is a big load, my asus is not pwm so I guess thats what I want.

i dont understand how to get it working, i can see the readout for the cpu fan but i cant work out how to adjust its speed.

Just press the arrows to take the % down, and hopefully if it works you should
hear the noise go down, I run my freezer 7 on full most the time, but if I turn it to 80% it drops in noise a great deal.
 
The square pro is suppose to come with a fan controller. Your fan is probably running at ~2500rpm, where as it can run between 1100-2500 with a the fan controller.

My mobo is an Asus and it won't let me reduce the speed of CPU fan unless it's a pwm fan, however I can reduce the speed of the chassis fans. I guess this is a safety feature so that people don't slow their CPU fan too much with software, as if you slow the fan too much it might not get enough power and could stop spinning.
