Increasing clock speed during CUDA operations

My video card is clearly idling during CUDA video conversions.

I have tried the Nvidia driver power mode options ("prefer max performance") to no effect. I guess they only kick in during 3D operations. Same for selecting the video converter program from the same panel.

Thoughts ?
 
When you say CUDA video conversions, is it definitely using CUDA?

It could be using the NVENC/NVDEC dedicated hardware that wouldn't necessarily need to increase clock speeds
 
You can use Nvidia inspectors multi display power saver tool to use maximum clockspeed at 0% load. Not sure of a better way, but may help in the meantime.
