Indicator flash rate

Replacing the rear lights on a Renault Master van with LED's.
Bought a resistor box so it didn't flash too fast but turns out its nor needed. The flash rate stays the same regardless of what bulbs are connected, even with just 1 bulb.
Is that normal on vans?

Edit...got that a bit wrong. Using indicators it needs the resistor box but using hazards/4 way flashers the flash rate remains constant, no matter how many bulbs are connected or not! Still curious.

Yeah, I got caught out by that when I changed my old Mazda3's rear indicators to LEDs. It seemed like they worked fine because I was testing with the hazard lights switch, but when using the indicators they'd flash rapidly. They weren't very bright anyway so I put the old bulbs back in.
