I recieved an infraction for this 400x75 signature

That it may be, but

A signature may contain one or more images but they must fit within a box with maximum dimensions of 400 x 75 pixels (width x height) and with a maximum (combined) file size of 20k.

And yours is 54KB.

Lower the res of the image which will bring down the size

Don't have to do that at all!

You can just save it as a lower quality/more compressed image like the above post suggests!
