Initiating a power supply without a mobo. how?

all i need to is connect the green to eg, the case and it will start up, or is they something to do witht the black wire, been trying to find out how to do this for a week

purely an academic question, one of my clients has a totally dead PC and i want to establish the fault, i do in home repair and this so happens to be the first ive had that looks like a PSU fault. Not having an on site testing rig i have to improv it. have a spare PSU anyway so this is belt and braces, always good to check with the experts ;) says the man who puports to have written the ultimate IT sticky! lol cheers chaps!
