Install PC... Under the floor boards?

Interesting points there with the dust, didnt think of it! I had thought of hoovering the area out but that wont stop all the dust eventually.

And vibration also a good point, I suppose I could mount the hard drives on rubber; free hanging mounts and I do have a spare closed loop water cooler for the CPU or a silver arrow if it will fit.

Yeah bungee cord suspension set ups are extremely popular in normal PC cases, they can make a huge difference to the amount of noise that's reverberated through PC cases from mechanical hard disks.

The other thing I forgot to mention is that it's possible the fans/pump may make some noise too, from vibrations again. Something like these may help with that for the fans.

One of the reasons I recommended fan-less is because I'm not sure how quickly air filters could become clogged in such a dusty environment, as you say hovering it out is only going to keep it at bay for so long.

dan958's idea of sticking a thermometer down there (one with a max reading) would be a good idea before going to far, as if you have central heating pipes or hot water pipes in the area it could become extremely hot in there when they're in use.

Anyone done something similar ?

I very much doubt it lol.
That's why this is such a fascinating idea deserving a project log in the relevant forum section as benccritchley suggests :p
