Installation Blocking

is there a program or piece of software that can be used hidden on a pc to stop the installation of certain programs? the reason im asking is a friends sister is downloading illegally and my friend doesnt want them doing so. they have added some of the sites that you can download the software from but it isnt that easy to add them all. so we wondered if you can install something to stop certain programs installing but allow others like games etc.

You'd probably have to setup Admin rights on the account to prevent software being installed. I don't think you can block certain pieces of software though.

create a new user account with zero admin rights..

then set screensaver passwording etc
