Installation of Messenger Live - Vista 64 - Cryptographic Error

can anyone help please ? its driving me absolutely mad !!

Messenger was going very slow on trying to log-in - ie you typed a letter and it was delayed by 3-4 seconds, then would not log in to the servers ... even with firewall disabled

I thought fine I'll uninstall it (that went fine) - then re-install - not good !

on trying to resinstall I get this

tried those links- but don't seem too applicable to Vista

its definately user account related ...as if I setup a new Admin account, within that account I can use and install messenger - bizarre !
