Other than getting the wires into the wrong positions and using cheap unshielded twisted pair cable rather than foiled or shielded?... There's not a lot you could really do wrong to be honest.
Another vote for do it yourself. There's nothing to it really and once you've seen how easy it is you'll laugh at the idea of paying someone.

As for health and safety, just get LS0H cabling incase of a fire.

Electrical engineers aren't quite sure how to do it (as we already asked them. - Basically they haven't worked with Cat6 before), and if we're having this stuff installed, we want it done properly.If you're the site manager on a building site could you not ask your electrical engineers to do this?
