installing vista on two machines

just got vista for my new rig. can I use it on old pc or Microsoft wont like that

It's your machine, you can do whatever you want.

Oem is tied to the original machine. Retail can be installed as many times as you like as long as it's only on one machine at a time.

Nope, you cannot. If you wish to use Windows Vista on two machines, you will have to buy two licenses.

Which license is it that it allows you to have it on 2 machines at once? I am sure it used to be allowed on some type of license or windows version at some point (though it is not this way now) I am just asking to see if I am making it up

Absolutely. However, you can technically transfer an OEM license from one machine to another with a little phone activation - you're not supposed to however
