Installing Windows in another language

I am trying to set up a PC for someone, but they want it in Arabic. I have started the XP install, selected the advanced language options, and set all options to Arabic.
When I go to type in the licence key, no matter how I type it, it comes up invalid. I don't know whether this is down to the fact that Arabic text is right to left, whether some keys end up being for different letter than normal on the keyboard, or whether Windows installer doesn't understand Arabic characters.
Can anyone give me a clue as to what Ineed to do?
 
Looks like that is the only option. Typical Microsoft, let you use one thing but don't properly support it, so you have to do it the way they want you to.
