In the cold weather recently noticed condensation on our bay windows at the bottom.
On inspection outside the silicone was coming away and behind appeared to be old mortar/void.
I’ve stripped off all the silicone and the window frame underside can be seen in many places especially at the sides.
Along the front the gap between frame and brick is tighter and the mortar stronger/more present. I haven’t yet seen any fixings yet but there was some red staining on the silicone which could possibly indicate at brick being drilled in these locations.
Grey is mortar, yellow is clear silicone which I assume is from fixing the sill to the window frame. This looks to be about in the centre of the void. In places I can see the window board/foam inside the house it goes back that far, but in others it is only half the depth of the window frame.

I’d like to remove all the weak mortar, then use insulation spray foam to properly seal/insulate around the window and finish with silicone.
I was going to remove the mortar gently by hand with hammer/chisel or oscillating tool and grout bit.
The window must be sat on packers/mechanically fixed through the mortar so if I remove all the mortar then it could be floating: distort or pull downwards… alternatively I could drill holes small enough to fit the foam tube every 150mm in the mortar and just add foam guessing at volume required…
Any other suggestions. I have plenty of plastic packers if needed.
