There is no cheap car insurance company. It all depends on where you live, how much car usage and what car it is as well as how many drivers etc. There are too many anomalies (is that the right word?) so insurance is bound to be different for every person.
Car Insurance is different for each person. For example i find Asda give me great quotes and that's why im with them 2nd year running.
Best thing to do is to get loads of quotes online till you get a cheap one. I must have got about 40 insurance quotes in totaly when i was looking for my insurance. It does take ages and is damn boring but there's no other way.
One thing i can say is that if you're trying to insure a modified car then definitely get quotes from CIS and Adrian Flux - they are more car modified friendly than most insurers.
If you're a young driver then try companies that say they are good for young drivers etc.

I found admiral to be particularly good for drivers with 0 years NCB. Bell.co.uk and elephant.co.uk are part of admiral are also just as good. They quoted me £1100 fully comp for an ST150, but when i added my parents as additional drivers it took it down to £750, so its well worth a try.
