Intel 13-series equivalent to Ryzen 7-series eco-mode ?

So for various reasons, we're probably getting some 13-series Intels for work. I prefer the AMDs, but it's how it works out.
Now the 7-series Ryzen apparently have 2 eco -modes & the 120w one loses less than 10% for a a pretty massive reduction in temps ?
These will be probably a 13900k & 1-2 13600k/13700k - based systems.
I know the Intels are less efficient, but I wonder if there's something similar ?
To be clear, looking for less than 10% performance loss in both single-core & all-core workloads, in exchange for lower power consumption & temps.
Ideally something bios-based, set & forget.
Can you limit them by temp or power draw ? I'm familiar with Intel Extreme software, but no matter what they say, it needs re-activating now & then, that won't happen in the office where they're going.
Haven't had a chance to play with a recent Intel system, so appreciate any experiences from those that have.

They have a PL1 and PL2 limit, like a base and total limit. Stock it’s something like PL1 at 125w and PL2 253w (13900k), but you can reduce that PL2 limit on a lot of boards and there are huge efficiency savings to be had (depending on workload).

This is a 12900k but I would imagine RL is quite similar in its results :

I'm actually familiar with the PL1 & PL2 states from the Intel Extreme software.
I use it to shut up my inadequately-cooled HP work PC (Pandemic buy - was almost the same price as the RTX3090 was on it's own) with it's 10900k & single 120mm Rad cooler ! That HP decided to give a 250w PL2 state to

Of course these will be on proper motherboards, so I can tinker in the bios & have it stick properly.
Yeah, I'd turn PL2 right down, when these machines are working hard it's likely to be somewhat sustained, so making loads of noise & heat for bursty performance is not really necesary.
