Intel 14900k performance question

Got a question around the 14900k if anyone could advise please?
Motherboard is an Asus z790 Gaming WiFi II.
Have the latest Asus bios with latest microcode. And limits set by intel in place from the start.

When I idle or do real world tests. Cpu p Cores hit like 5.7 and occasionally 6ghz (very occasionally).

When running cinebench/occt (with no thermal throttling according to HWinfo and good temps). Using all thread test the Cores really back off. Jumping all over the place and not really seeing much in the way of 5.7. Usually in the 4ghz range.

I see that (can't remember the exact name) ring limit shows as yes in HWinfo. I think this is related to that I'm hitting the set max wattage draw ?

So when hitting the cpu with hard tasks is this normal.
I have a custom look with allot of cooling in the loop so my temps are good.

Just frustrating to see performance impacted and I'm more curious to know if this is normal?

What is your actual Cinebench score? That will tell you if the cpu is operating correctly. The 6ghz is only for boosting a single core, not all core load, and that's only the P-cores. The E-cores run at a lower frequency.

Since the BIOS updates etc are you running the Intel Extreme profile? That gives the most oomf to the chip within Intels guidelines.

Intels boost clocks are now opportunistic* and in combination with Intels new Windows optimisation* the system has been very carefully configured to miss even the most optimum of opportunities.

Yes it's set to intel extreme.

I've left the intel limit in bios in place as I understand this is what protects the cpu.

Is there a way I can output asus bios settings to txt to post here ?

Is there any better way out of windows or by removing anything that might be limiting performance at OS level ?
I have the power saving area set to performance.

I very rarely use an Intel system now and when running windows it’s usually in a vm, but you can trim a lot of fat out of windows in general. I’d imagine there are a ton of how to optimisation guides.

Hmm, not sure honestly. The Intel profiles should be setting all the important things for you. Probably easier to just post your R23 score, along with some useful things from HWINFO like CPU package power, temperature, avergage core frequency, and see how off track you really are.
