Intel 6400 non oced

at the same stated speed ,the wolfdales are on average 10% faster. so from that i would say a fair bit faster if dual core vs dual core. next is dual core vs quad, this depends on waht programs you use, but again if only a maximum of 2 cores can be used, the 45nm roughly 10% faster at the same stated speed, this does not take into account things like sse4 instructions that some software can use. i7 is faster then the 45nm quads, if programs can take advantage of them.

99% new cpus are faster, but how fast depend on what you are using the PC for
 
do you mind buying b-grade 2nd hand?

if so why not get a p35 or p45 MB and overclock your chip, provided you dont need things like AGP etc
