Intel burn test and 4.0ghz clock weird stuff??

right guys i was testing intel burn test to check if my 4ghz overclock was stable i ran 5 passes at very high NOT maximum cos it came up with a message that i didnt have enough system ram.. i ran 16 threads on intel burn test as i knew 8 threads had a bug in the program... well it ran 5 tests and all were passes but the weird thing is that i had real temp (version 3.00) open and CPU load was not at 100% all the time it fluctuated between 50 and 80% load continusly is this normal??? (intel burn test version 2.3)

if everything is normal and it was supposed to do that im gonna run 20 passes and then im a member of the 4ghz club lol ;)

IBT runs the same test over and over so u will get a drop in load between the end of one test and the begining of another.
 
Same wth Prime95. It will never actually hit 100%. The most I've seen mine do is around 98%. This depends on what you're doing and whether you are using the CPU. If you do nothing with nothing open then you should be hitting 98%+ most of the time.
