is it possible to buy a Intel Core 2 Duo E6850 3Ghz CPU Processor SLA9U, i have found 2nd hand ones on the bay, but would prefer new
 
You're very unlikely to find a new one and even if you did it would actually be quite old.

The E6850 went EOL (End of Life) quite a while ago.
 
If you did find it selling as a 'new' product you'd likely pay way more than its worth. Nothing wrong with used cpus, especially ones of that era, 99.999% of the time it works or it dosen't, only on rare occasions you might have a defective one that was likely overvolted to death by some mad overclocker and just about works. The vast majority will just be system pulls or people upgrading.
 
I have my eye on a couple of Duo E6850 3Ghz CPU Processors on the Bay, but then i would have to find the correct bios, and so far i have not been able to find it on dells web site!!!
any tips on the best site to get the download from for the Bios.

Try your motherboard manufacturers website.
What make amd model mobo have you? if not sure, download cpu-z, this will tell you

also agree on buying used, (i have never bought a new cpu, lol)
