My thoughts on this, detracting nothing from the OP, as it could be useful, is, if you know you want to OC, you should get a board that supports such, and a lot of the time those boards will be built a little better to accomodate overclockers and thus overclock better anyway.

most people fail to realise that on initial power up, the cpu is supplied only the voltage thats its hard coded to get, then when the machine starts the post the set voltage in the bios is applied.

Thats why sometimes when you oc and you cant power up, it could be due to not enought initial shall we say "start up" voltage.

So doing this mod will hard code the cpu voltage from the word go.

my 2p's worth ;)

Never had this problem apart from years ago with some socket A on water setup, even highly overvolted on phase cooling, so i wonder how valid this is with current boards. Doncha think with all the voltage options in some Bioses that they'd take steps to prevent that from happening? I think with most soft bioses they set the vcore, multi and FSB after the BIOS initilises.

If stock volts apply at that point, then surely the timing is stock also so no problem..

The only board this might be nice for is the asrock vsta but I dont think that board will go past 333fsb anyway and a conroe doesnt need more volts to get past that really anyway :(

That doesn't apply today I don't think, the board initialises the CPU not the other way around.
 
This was an issue on some Asus A64 boards when you were overclocking. The startup voltage and the booted up voltage weren't neccesarily the same thing. The booted voltage was typically the startup voltage + an offset.

Even the DFI boards give you an option to increase the startup voltage (but only upto 1.55V).
