Intel Core 2 Quad Q6600 and Abit IP35 Pro: Running slow??

I am not really an overclocker but running CPU-Z today I noticed that my CPU seems to be running very slow. Below is the HTML output from CPU-Z and from what I can tell (and I might be reading it all wrong) it shows my CPU is running at 1632.2mhz not the 2400mhz I had expected to see. I would really appreciate someone having a nose and giving me some advice, ideally what is wrong (if anything) currently and what I should be able to run this spec at with standard cooling.

I have aBit's uGuru installed (not that I can use it well) if this makes life easier and I am upto date with my BIOS. Thanks in advnance for any help offered!

Looks like you have Speedstep enabled in BIOS - The multiplier will ramp up to x9 when the CPU needs it :D
 
At default your multiplier / fsb should be 9*266 I believe = 2.4ghz

Have you changed anything in your bios?
I have changed everything back to default as I felt that was a good starting point.

Not sure it adds anything, but here are the CPU-Z screens.
 
I thought I had switched it off in BIOS but I now seems to cycle between 1632mhz and 2440mhz. Does anyone have any pointers how to control this at all and where exactly I need to switch it off or on, or whether I even need to bother?
