Would the Zalman CNPS11X Extreme be able to cool the 3570k well?

You'd probably manage an acceptable clock with that cooler.
People do 4GHZ on the stock cooler.

the silver arrow sb-e cooler is on today only @ £48

buy the best cooler you can afford regarding ivy/haswell and make sure it can fit inside your case

Couldnt agree more, with theese chips a high end dual tower is a bit of a must tbh. The heat they generate cant be compared to other intel cpu's.
