Intel Core i7 950 issues

When am playing a game at say ultra I have FPS issues. My specs are :

Intel Core i7 950 3.07 Overlocked to - 3838.91mhz
DDR3 Ram at 1600mhz
A 6870 ATI GDDR5 1GB
A raptor hardrive 160GB

When I play the likes of BF3 on Ultra it will struggle on some parts. I think my computer system could quite easily take any game on ultra yet I still get FPS Issues. My CPU seems to spike very strangely when playing games. All the threads aren't used when they need to be and it seems to stress some cores more than others. Any help?

So in terms of ultra in most high end games, It may struggle alittle, can see that the 5870 can keep up with it if not overtake it in FPS.

Edit : I am playing at 1920x1080p

So if I bought two and ran them with crossfire, Do you think it would make a difference.

Then I'll be looking at getting a 7950, I'll just go sell my old card and make up the loss. Thanks guys :3
