Intel cpu far better then AMD cpu ?

Am looking at buying a mid range gaming laptop with either a 1660ti or RTX 2060 gpu

Am I right in thinking one with an intel cpu (i7 9750) is going be far better then one with an AMD Ryzen R7-3750H cpu ?
 
Hard to really say, will depend on laptop and cooling, most laptops intel or amd throttle hard so you'll need to do your research as no point having a powerful cpu for 15s if it throttle down hard, my laptop cpu i7 8565 is the strongest single core cpu I own.....for about 1 minute.

Far to say though that you'll likely be gpu limited anyway so may not be a big issue but still worth looking into.

I noticed in one review of an ASUS TUF FX705DU they said the AMD Ryzen R7-3750H cpu is only 35watt so runs cooler then an intel cpu so that should mean less throttling
