Do Conroes have thermal throttling? It might just be CPUZ misreporting your multiplier of course.
 
Because you have EIST enabled in bios, the cpu will change multiplier to a lower multi if it has less work to do, this saves on heat and watts. When the cpu needs to work harder it will up the multi to 7. Intel's latest version of speedstep for desktops.

Your cpu is working fine.
