It does not. The skylake K chips don't as Intel figure most people who buy an overclocking chip will buy an aftermarket cooler anyway. It also allows them to increase their profit margin slightly.
 
It does not. Just as a reference point I use a ref cooler (from an i3, not that its any different) on my 6600k, in a Silverstone sugo mitx build. Performs perfectly well, i.e. under 70c at full load for a long time with a small oc to 4.4

Skylake runs very cool!
 
I'm using an old artic freezer i11 cooler and never seen more than 65c overclocked to 4.5 ghz,as said they run pretty cool
