I've owned two 4790k's and 4.7 has been the limit in both for sensible 24/7 voltage and temps. Previous owner benched the one in sig at 5ghz but it needed very high voltage to do so.
Mine is staying at 4.7ghz, 1.33v - 4.2ghz uncore at 1.25v

Even those that claim stability at 4.8 GHz and above still mostly seem to run at lower speeds once they've got over their initial excitement, which makes me wonder if they're benchmark stable or 24/7 stable.
I've had mine for months now and i'm rock solid at 4.8 1.29v and can bench at 5.0 if needed.

Have you unparked cpu cores? Parked cores can cause a bit of stuttering too. But iirc windows 8/8.1 doesn't suffer from this.
