Intel I7 9700F running hot?

Hi my friend recently bought a pre-build, but the Intel I7 9700F is running quite hot, I do believe it to be on a stock fan but even still 82 degrees and even hitting 100 degrees.

I assume that's not normal? Sorry it's been a while since I've been involved in building etc so I'm a little out the loop on current trends.
 
Even with a stock fan it shouldn't be 80 degrees at idle or low load, but 80 degrees under gaming load appears to be normal.
 
There's something wrong with that pre-build. At 20% load it shouldn't be hitting 80c, even in the warm weather at stock. He needs to check the heatsink mounting and probably reapply with some decent thermal paste.

What are the rest of his voltages? Get HWInfo64.
