Presuming it's for gaming, I'd chose the Intel one. Faster CPU and GPU.
If you value battery life, perhaps the AMD one is the way to go. I've got the 12650H which has same P core count, but half the E cores and it chews through battery if you give it things to do.
 
Too add to the first reply. Just because it's a 3070 Vs 3070Ti, doesn't really mean it's faster when it comes to a laptop GPU. As you also need to check the wattage being supplied to the GPU.

For example, a few examples out there if a 150w 3070 out performing a 100w 3080
 
From what I can see the 12700H should be much faster in gaming and everything else; Intel's latest mobile CPUs are amazing value for performance.

What the AMD laptops have is good battery life; not that it really matters for a gaming laptop because people generally don't carry around their big bulky gaming laptops

3070 va 3070ti is not easy, on paper of course the ti should be faster but when it comes to laptops nothing is simple. A huge amount of GPU and CPU performance for that matter can be lost with inadequate cooling so the faster GPU in this case will likely be the one in the chassis with the best cooling. Good luck trying to find out which laptop has the best cooling if there isn't a specific review for it online

I would check the power consumption of the GPUs, they maybe a 3070 or 3070Ti but when I was looking around a lot of laptops restrict the power usage of the GPUs which can hurt performance or make them on on par with a 3060 etc.

As above, you MUST check the wattage being supplied to the GPU.

This makes a huge difference on laptops. You can easily have situations where a 3070 is outperforming a 3080 if the 3070 is getting full power but the 3080 only 60%.
