5.1Ghz is a big jump i think that is bull, at the most it will be an 8 core cpu with 5.1 turbo on one core.

Will definitely carry a premium price.
Drop in x99 and a good price would make it an interesting option but I can't imagine them doing it or at least keeping the price any where reasonable.

This is one of the Broadwell EP CPUs,with upto 22 cores,but with only 4 cores active meaning they can clocked it higher. I suspect with such a large surface area it will be easier to cool.
