intel speed step not working

over clocked my cpu tonight to 4.4 ghz, ran prime 95 for an hour (will do more when i get the chance) temps maxed out at 65° but sat around 57 the whole time.
i enabled intel speed step so my cpu would under clock when i idle or under low load but its not working, cpu z still says im running at 4390 mhz the whole time no matter what load the cpu is under.
any ideas anyone? im running an asrock extreme 4 gen 3 mobo

Check your power settings in Windows, use Balanced.. Had same issue with Speedstep, changing from High Performance to Balanced sorted it for me.

If you want to play with the power settings manually, then go to the Advanced Power Settings for that plan.

Under "Processor power management", set the "Minimum processor state" to 5%. The maximum should be 100%.

By default the High performance plan sets both to 100%, which disables speedstep. I have mine on High performance but I've just changed that one setting
