Intel speedstep and windows power plans

Not sure if this is the right forum for this question so feel free to move if necessary...
So I just put my pc back together with a new ASrock motherboard after my last board went faulty so am a bit behind the times on the modern thoughts on Speedstep and all the power management options in the bios...
So in windows 10 do people still advise to use EIST and the C1 state power options or to keep them disabled?
Also should I be using Balanced or High Performance mode in the power options of windows?
Its mainly a gaming machine (3570k)....
Any advice appreciated
